Gems downloads limit does not reset every 24 hours on hobby plan

Hello,
My gems downloads limit does not reset every 24 hours on the hobby plan.
How could it be solved?

I am trying to deploy an old jets 3.2.0 application unsuccessfully because of the gems downloads limit.
